Electric Aggregation Program - EndED July 2026
Energy Alliances recently completed a review of electric supply rates in comparison with Duke Energy’s default generation rates for July 2026 and beyond. After evaluating available supplier offers, we were unable to secure pricing that would guarantee savings for residents and businesses currently participating in the City’s aggregation program.
What This Means for You
The City’s electric aggregation program ended in July 2026.
All accounts enrolled in the program were automatically return to Duke Energy’s default generation supply.
No action was required on your part for this transition.
Looking Ahead
Energy Alliances will continue to monitor electricity market conditions. If prices decrease and we are able to negotiate a supply rate that provides meaningful savings, we will recommend restarting the aggregation program and will share updates with the community.

The community has signed a natural gas aggregation agreement with AEP Energy at a rate of $0.5378 per ccf (17% lower than the current rate!) starting with the November 2026 bill and continuing through the October 2027 bill. This fixed aggregation rate is an alternative to Duke’s variable rate. Letters will be mailed to eligible accounts (see details below) starting late August and continuing through early-September.
If you want to be in the natural gas aggregation program:
If you receive an opt out letter and want to be in the aggregation program, you don't need to do anything! By not responding to the letter, you will automatically be included in the program.
If you are currently with a third-party supplier (outside of the aggregation program), you can opt-in to the program after letters are mailed. Check back here soon.
If you do no want to be in the natural gas aggregation program:
If you receive an opt out letter and do not want to participate in the program, follow the instructions on the letter to opt out.
Eligible natural accounts must meet all of these criteria to receive an Opt-Out Letter:
Those on the utilities default/standard supply rate OR already on the aggregation program and not shopping with an alternate supplier
Those not on “Percentage of Income” (PIPP) plan with the utility
Commercial accounts that use less than 5,000 ccf annually and not considered a “mercantile” account.
If an account does not meet the above criteria, they will not receive an opt-out letter and would not be included in the aggregation program.
If you are already with a third-party supplier, you need to drop with your current supplier before you can join the aggregation program. Duke needs to see a pending drop from your current supplier before they will accept an enrollment from the aggregation supplier. You can call your current supplier (their information is usually on Page 3 or 4 of the Duke bill in the right column) or Duke to drop from your current supplier. Make sure you understand if you have any termination fees before dropping from your current supplier.
Some suppliers let you enroll yourself online and you’ll see the “Click Here” link in the table above if the supplier has the option. If they don’t have an online enrollment option, we have the suppliers phone number listed.

Door-to-door solicitors are everywhere and the phone calls to buy energy seem to never end. Don’t be fooled by these offers. The supplier of the aggregation will never come to your door! Some salespeople may display a solicitor’s permit or official looking badge. THE PERMIT IS NOT AN ENDORSEMENT BY THE COMMUNITY, and the badge may be misleading. They may claim they work with the utility or XYZ Energy company and offer rates far below anything you presently are receiving. Please do not show them your energy bill. Also, beware of robo-calls and phone solicitors claiming that “your utility account has been flagged for review.” This could also a scam by an unethical broker or supplier designed to mislead you.
If you have questions, don’t hesitate to close the door on the solicitor and call your local officials.
